Major purpose: JOB SUMMARY:This Contracts Lead position at our
client will be responsible for creating and administering multiple
contracts and reports up to the Division Manager for Contracts.
This Division provides products and services, primarily through
contracts with Department of Defense agencies. The successful
candidate for this senior-level professional position requires the
ability to develop strong, positive relationships with Government
customer counterparts and internal program stakeholders. The
Contracts Lead functions as a subject matter expert, performing
work with minimal oversight or direction, and must possess
advanced-level proficiency in tasks such as writing and delivering
contractual correspondence, preparing proposals, negotiating
contract changes, and maintaining contract files in full compliance
with regulatory requirements and company policies. The Contracts
Lead will also interface with external and internal customers for
new pursuits and programs, and communicate within and outside of
the organization to drive business results. As a key representative
of the company, the Contracts Lead must demonstrate a high level of
commitment to achieving business goals while operating in constant
alignment with L3Harris' Values and Operating Principles. Major
functions:
- Administers contracts and agreements in accordance with federal
government regulations and company policies and procedures, manages
and negotiates customer changes to such agreements
- Oversees day-to-day contract actions in a fast-paced
environment
- Examines terms of solicitations, requirements, and delivery
schedules to provide written reviews to management identifying and
mitigating risks to ensure accuracy and completeness
- Actively participates in new business pursuit activity
requiring a sound knowledge of competitive and sole source proposal
preparation processes
- Advises pursuit team, program team, and management of
contractual rights and obligations
- Effective communicator within program multi-functional teams,
contracts professionals, internal management, and all levels of
customer counterparts
- Compiles and analyzes data and maintains historical
information.
- Management of multiple priorities and fulfillment of company
obligations and commitments.
- Position will require interaction with internal and external
customers, including the U.S. Government (USG).
Technical/Functional skills: MINIMUM QUALIFICATIONS:
- Requires professional working experience in Government customer
interfacing, with prime or subcontractor experience across
large-scale programs. Bachelor's Degree and minimum 9 years of
prior relevant experience. Graduate Degree and a minimum of 7 years
of prior related experience.
- Must have experience and thorough understanding of the
requirements of applicable procurement regulations (FAR / DFARS /
FAA Acquisition Management System (AMS), etc.).
- Must have experience (in Industry) negotiating and
administering contracts of varying size, type, and complexity with
USG customers.
- Must have significant experience negotiating contracts
requiring certified cost and pricing data.
- Must have the ability to interpret contractual requirements and
provide guidance to program personnel and management.
- Must have the ability to function independently under minimal
guidance and effectively manage competing priorities under rapidly
evolving circumstances.
- Must have excellent problem solving and decision-making skills
with demonstrated ability to resolve complex problems and minimize
company risk.
- Must be proficient with Microsoft Office Suite, especially
Word, Excel, Power Point, and Outlook
- Must possess strong interpersonal, written, and verbal
communication skills necessary for working in a team environment
and influencing others.
- Must be an action-oriented self-starter with superlative
attention to detail, possess keen adherence to deadlines, and skill
at identifying problems and communicating potential solutions.
PREFERRED ADDITIONAL SKILLS:
- Experience in defense and aerospace industries.
- Experience and understanding of municipal and commercial
contracting procedures.
- Ability to mentor, develop and lead training for team.
- Experience in negotiation of Nondisclosure Agreements (NDA),
Contractor Teaming Agreements, Memorandum of
Understanding/Agreement.
- Working knowledge of Intellectual Property considerations and
regulations
- Close vision and ability to shift focus to use computer
- Experience in Job Family: 10 Years
Education/Experience/Licenses etc.:
- Bachelor's Degree and minimum 9 years of prior relevant
experience or a Graduate Degree and a minimum of 7 years of prior
related experience.
- Training, Certificates and Licenses: None required, NCMA and
similar certifications a strong plus..
