Vehicle Grid Integration Pilots and Analysis team (VGI team) leads
a portfolio of VGI pilots, EV rates, data analysis, and strategy
development all in support of identifying solutions to effectively
integrate EVs onto the grid and unlock the full potential of EVs.
Working closely with the Grid Innovation team internally and
external stakeholders such as EV and EVSE Original Equipment
Manufacturers, distributed energy resource aggregators, advocacy
groups, and the California Public Utilities Commission, the team is
focused on testing Client technologies and strategies to understand
customer behavior and preferences and identify a path to scale VGI
for the company's grid.

Position Summary
The VGI team is looking for a highly skilled Program Manager to
lead the implementation of the Plug-In Electric Vehicle Submetering
Protocol. The successful candidate will play a pivotal role in
increasing access to EV specific rates for our EV customers through
submetering which comes with significant cost savings. This role
will involve supporting third parties and customers to become
registered for submetering, coordinating with the billing,
metering, and other internal teams and acting as a liaison with the
California Public Utilities Commission (CPUC) and other external
stakeholders interested in the protocol.
The Program Manager will be responsible for the day-to-day
operation and implementation of EV Submetering at including the
technical elements related to enrollment and billing operations,
regulatory requirements, customer and external stakeholder
engagement, budget monitoring, and metrics reporting. This will
require an ability to learn and understand the internal billing and
metering processes of the company, identify and manage all budget
and regulatory requirements, provide direct support to customers
and third parties, and creatively problem solve. It will also
require deep collaboration and change management with other
internal teams.
Ideally, this person will also support the development of a broader
strategy around submetering in support of the VGI team's goal of
scaling VGI. Submetering offers great potential for increasing
flexible load from EVs while supporting cost savings for customers
and there is a need to think creatively about how to scale the
submetering solution given current challenges. The successful
candidate will be able to quickly get up to speed on the technical
aspects of submetering, develop strong working relationships with
internal teams, lead a cross-functional effort, including with
external stakeholders to identify creative solutions, and persevere
in problem solving.
Specific Responsibilities Include:
--- Program Management - manage a budget, metrics reporting,
day-to-day operations, support customer and third-party inquiries,
and execute implementation activities
--- Cross-functional collaboration - work closely with internal and
external stakeholders to support overall operations and
implementation, understand barriers and opportunities, and
creatively problem solve and identify solutions
--- Regulatory Engagement and Reporting - Be the liaison with the
CPUC on submetering compliance requirements and other data
requests.
--- Research and Problem Solving - conduct research internally to
identify challenges and opportunities to expand on submetering
implementation and troubleshoot problems.
--- Strategy development - support the development of the broader
submetering strategy in support of team goals and facilitate
creative solutioning.
The successful candidate will have experience with both program
management and strategy development. Identifying and collaborating
with key internal and external stakeholders to analyze data,
formulate ideas, develop well- reasoned solutions, and resolve
issues will be essential to the position. The candidate will have
excellent critical thinking, analytical, and communication skills
while demonstrating knowledge of and attention to details.
Qualifications
Minimum Qualifications:
--- Bachelor's degree in Business, Engineering, Mathematics,
Environmental Studies, Economics, Marketing or related discipline,
or equivalent work experience is required
--- Minimum of 3 years' experience in a program management, project
management, business/research analyst or management/environmental
consulting role.
Desired Qualifications:
--- Experience with program management
--- Demonstrated knowledge of electric vehicles, electric vehicle
service equipment; knowledge and experience with utility billing
and metering systems is a plus
--- Demonstrated ability to present findings, make recommendations
and influence decisions while working with staff supporting various
functions
--- Interest, willingness, and aptitude to learn new subjects and
keep up with technology trends
--- Strong analytic skills and the ability to grasp and solve
complex problems
--- Detail oriented with excellent organization, prioritization,
and time management skills
